The context of Hebrews 10:5-7 proves that it was a quote from Psalm 40:6-7 in which God the Father foreordained what the Messiah would pray on the earth as a man. Jesus prayed, “Sacrifice and offering you have not desired, but a body you have prepared for me. In whole burnt offerings and sacrifices for sin you have taken no pleasure … behold I have come (in the scroll of the book it is written of me) TO DO YOUR WILL, O GOD.”
An alleged pre-incarnate God the Son Person could not have said, “behold I have come (in the scroll of the book it is written of me) to do YOUR WILL, O GOD.” Therefore we know that this passage is not speaking about a pre-incarnate God the Son praying to the Father.
