If Paul had Zechariah 14:5 in his mind as his penned his words in 1Thessalonians 3:13, then he is definitely identifying Jesus as YHWH, because he is deliberately making a strong parallel between Jesus and YHWH. Is it likely Paul was deliberately making this parallel? Of course. He uses the same language and the same words from Zechariah 14:5.
...at the coming of our Lord Jesus with all His saints. (1Th 3:13, NASB)
...when our Lord Jesus comes with all his holy ones. (1Th 3:13, NIV)
...and the Lord my God shall come, and all the saints with him. (Zec 14:5, LXX)
...Then the LORD, my God, will come, and all the holy ones with Him! (Zec 14:5, NASB)
The Lord Jesus shall come with all the saints/holy ones and the Lord God shall come with all the saints/holy ones.
This similarity in language cannot possibly be a coincidence. If you believe Paul and his writings are inspired by God, then you must also believe this parallel is very significant and was deliberately done by Paul under the inspiration of the Holy Spirit. Paul must be identifying Jesus as YHWH. What else could he possibly be doing? Accidentally making a strong parallel? Of course not.
Also, the name of YHWH in the LXX is translated as "Kurios" in Zechariah 14:5 and Jesus is called "Kurios" in 1Thessalonians 3:13.
And both verses have the same Greek word for "all", "saints", "at", "Lord"
