H. C. Leupold on Zechariah 4:7: "The success that Zerubbabel will have as a result is concentrated on one instance. From this he may gather what the outcome will be in other cases of legitimate and necessary enterprises. The same promise is, of course, held out to the entire people. This bit of success is described: 'He shall bring forth the top stone.' 'Bring forth' refers to the bringing forth out of the place where it was being prepared. The 'top stone' or as it might be translated, 'headstone,' signifies the stone that in some way marks the completion of a structure; it is the last one to be fitted in place as would, for example, be the stone that marks the point of an arch whose upper masonry runs into a point over a door" (Exposition of Zechariah, pp. 89-90).
