They are civil Servants and also Protected Class Status. Statute 50a of NY (Police) Secrecy over police records. Erase misconduct records of police (Government Officials). 

Corpus Juris (or Iuris) Civilis ("Body of Civil Law") 529AD by Eastern Roman Emperor Justinian. THIS IS A LAW TO CONTROL A PERSONS BODY aka SLAVERY. 

The Government uses words as such to destroy the average Civil Order Citizen:
