"He has done it." A statement of victory even though David was still in the situation even though Jesus is still in the situation. In John 19 the Apostle John reports Jesus saying "It is finished." That word finished in Greek means completed or paid in full as in a debt. Jesus was still on the cross but He could say in common with David who said "It is," "He has done it," He could say "It is finished. I have fulfilled the prophesies. I have taken the sin of the world."
