During a time of great spiritual and political darkness for Israel, John is sent by God to call God’s people to repentance and shake them out of their complacency. John is not the Christ, but comes to announce him. His short ministry takes up less than 1 chapter in Luke’s gospel. By the end of the chapter his work is done because the Son is here. The Father declares it. The Spirit rests on him.
