Is water baptism a requirement for salvation? Does Acts 2:38 really teach that? Are we all today required to 'obey' all of Acts 2:38 in order to be saved? Or is the verse directed to the 'Men of Israel' by Simon Peter (vv.22,36) rather than 'all men everywhere' like Acts 17:30?

Indeed we should repent and be baptized. But water baptism is obviously not a requirement for salvation. Romans 3, 4 and 5 make this very clear. Same with the entire gospel of John.

Acts 2:38 is an ambiguous verse. 'for the remission of sins' can mean a variety of different things. But compare Luke 3:3, 24:47 and Acts 5:31, 10:43. It is connected to repentance and faith. It's important to note that 'Repent' (metanoēsate) in Acts 2:38 is in the second person plural and 'your sins' (hamartiōn humōn) is the same. Whereas 'and be baptized' (kai baptisthētō) is third person singular, literally 'and let him be baptized'. This seems to demonstrate the connection between the remission of sins and repentance is strongest. The typical interpretation of Acts 2:38 from the Church of Christ and the Oneness Pentecostals is contradicted by numerous other verses as well (e.g. Ac. 2:21, 10:43, 16:30-31, 20:21; Rom. 4:2-5, 10:9, Titus 3:4-7, John 6:40).

I urge all members of these groups to repent of your false form of salvation and believe in the true gospel! Salvation by grace through faith in the FINISHED work and merits of Christ! Not our own merits!
