Man may be frail, but God is powerful. The God proclaimed here is the God of Israel ("of Jacob": cf. Psalm 46:7); there is no other: he is the maker of all things. Moreover, it is he who shows mercy to those in every kind of need. Therefore he can always be relied on.

This psalm arrangement is used in the Mass liturgy on the 3rd Sunday of Advent, Year A.
