The problem is that there is no believing remnant initially, which allows the Antichrist to destroy the temple, build a temple to Satan, and then try to sit on that throne to declare Satan to be the God of the earth. However, God gives Jesus Christ 3 1/2 years to form a believing remnant in Israel, while the 2 witnesses keep Satan at bay, by not allowing him to set foot in the temple. Thus, Satan's plan is foiled by the 2 witnesses.
