He has weather through the sins of this world, faced many persecutions and wounds, but, thrumptly resurrected to show how he is great and mighty and holy. Right now, what John is seeing, letting us know is that this beast is imitating Christ, wounded, but, received the healing miraculously where he, antichrist, is ever more empowered with power and glory before the world and the people. This man, one belongs to a powerful government, symbolizes the revival of the Roman Empire as prophesied in Daniel 7, will dominate the government and the world.
