Both 2 Cor. 13:14 and Matthew 28:19 involve Granville Sharp's Rule #6 and therefore necessitate three distinct persons. The language and grammar of 2 Cor. 13:14 show God, Jesus and the Holy Spirit as each personal and even with a common ground.

"According to the rules of Greek grammar, when the Greek conjunction (i.e., the copulative kai) is inserted between nouns of the same case and each of those nouns are preceded by the article (ho) each noun denotes “a different person, thing, or quality from the preceding noun” (Sharp, 1803: 14-19; cf. Beisner, 1998: 36, 46). Within the particular limitations of the rule, there exist no exceptions." - Dalcour, p.50

Greek of 2 Cor. 13:14:

hee charis tou kuriou ieesou christou kai hee agapee tou theou kai hee koinwnia tou hagiou pneumatos meta pantwn humwn

'tou' (the) occurs three times in front of all three personal subjects which are in the genitive with kai in between. Therefore we have three distinct personalities with their distinct relationships (grace, love and fellowship).
