How does Matthew use the Old Testament?

Matthew states that Jesus fleeing to image early in His life and returning was a "fulfillment" of Hosea 11:1, yet Hosea is reflecting on the past exodus of Israel as God's son (Exodus 4:22), not predicting the particular situation of Herod and Jesus (Matthew 2:13-15). How is this prophesy "fulfilled"?
